I see several problems with what you propose to do. Developing a liquid propellant system is far more difficult than a solid or hybrid motor.

1.) You can't do this in your backyard. You need a large area with bunkers because liquids are not friendly like solids or hybrids and when they fail they explode.

2.) Have you looked up the cost of the catalysts used in the DARPA engine? When we purchased some similar peroxide catalyst several years ago, the price was close to $1000 per gram.

3.) Liquid propellant motors are amateur rocket motors, so you can't test or launch them at any NAR or TRA event. You most likely would have to be associated with a university or defense contractor that has facilities.

4.) If you lived in CA you could to this at FAR or RRS.
