Does anyone have a recommendation for the best igniters to use for Cesaroni re-loadable motors?

Use the igniters that come with the Cesaroni motors.

The motors and the ignitors are all well designed.

If you need additional igniters, Rocketflite (rocketflite.com) sells good igniter kits.

Cesaroni motors used a pellet of compressed black powder to get things going (Note that this is not the same as pouring black powder in the motor. The pellet is already in there.). Any igniter that is long enough to go all the way to the pellet will light the motor.
