Here's a link to the FAQ section of the website dealing with this.

While the Certificate states 4900' AGL, we prefer to limit flights to 3900' AGL if the wind is in the best direction and we know the skills of the flyer. If the wind is blowing toward the trees or houses, even 2000' with dual-deployment may be too high.

Hi Kenn, Thank you for the link and details. That all sounds good and reasonable. The weather last Sunday was ideal in the morning and had me thinking about the waiver.

You also have to keep an eye on the cloud ceiling. You're not allowed to fly into anything where you would lose sight of your rocket, per NAR Guidelines.

That's where the Windy link on the right side of the computer screen comes in handy; you can get wind vectors at certain altitudes and information on cloud deck levels, too.
