FAA waiver question

I will be working on a some what large two stage rocket come winter break (assuming I get into college early decision) based on two performance rocketry G3 kits. I will have to get my level 2 cert. first which I am hoping to do at the first non TARC Amesbury launch this spring. I will most likely start a build thread on TRF with details once I get started. My question is to what altitude are the FAA waivers that CMASS gets for Amesbury launches? The rocket will probably be able to go to around 13,000-18,000 feet on two K motors but I am not planning on launching that high.

The waiver is for 4900 feet and we like to have a safe margin under that in case the rocket performs better than expected. Keep in mind that recovering anything from that altitude will require dead calm and a lot of luck.

You should travel to Maine for your 13k+ launch, Cherryfield,ME. They have a standing 8k waiver with call in windows up to 29k. HUGE fields, no worries on recovery.
